Josh Kasper, a five year employee with the Division of Water Resources and formerly employed near Hotchkiss, Colo., has been named Water Commissioner for Districts 66 and 67.  His new area of responsibility is the southeastern corner of Colorado which includes Bent, Prowers, Kiowa and Baca counties.
